Stuart Gilbey

Founding Director BEng CEng MIET

Stuart co-founded SEMP in 2015 after a successful career working on a diverse range of infrastructure and defence projects. A chartered engineer and the SEMP representative on the INCOSE UK Advisory Board, Stuart provides the operational and strategic innovation leadership across the company. Stuart’s passion is leading teams applying optimised systems engineering to make a real difference to the delivery of infrastructure projects.

Derek Wynne

Founding Director BSc MIET

Following a career spanning 25 years, Derek co-founded SEMP in 2015 and has led the growth of the company to its present day. Derek has previously held senior positions with full technical and delivery responsibility for large capital expenditure programmes alongside managing transformation and organisational change.

Paul Eastwood

Technical Director BSc MEng CEng MIET

Paul joined in 2022 to help accelerate the growth, capabilities, and success of the business while supporting the leadership of the people within SEMP in the UK and internationally. Over the last 30 years, he has held several senior posts providing systems thinking, systems engineering and systems integration services to clients in the transport, technology, water, and energy markets. Key to Paul’s success has been his ability to grow, develop and lead teams of systems approach practitioners at all levels of experience, and create an environment focused on providing customers with the project outcomes they intended.

Abby Haran

Finance Director BSc FCA

An experienced FD/CFO and fully qualified, chartered accountant (FCA), Abby joined SEMP in 2021. Originally qualifying with Baker Tilly in their London audit team, she now specialises in SME growth and strategic planning as well as advising companies looking to sell or raise finance. Abby has worked both in the UK and internationally in a range of industries, including logistics, professional services, tech, and property.

Sergio Mammoliti

Managing Consultant - Head of Safety, North America BSc PEng

Sergio has over 30 years of experience in the design and analysis of safety-critical and mission-critical systems with specific concentrations in reliability, availability, maintainability, safety, and risk assessment in the rail transit, railroad, and aerospace industries. He has extensive experience as a Principal Safety and Reliability Engineer primarily undertaking RAM assessment and Safety certification of Positive Train Control (PTC), Communications Based Train Control (CBTC), and Solid State Interlocking (SSI) systems.

Richard Harold

Practice Manager

Richard joined SEMP in 2022 to further drive excellence in the company’s operational and delivery performance.

Prior to joining SEMP, Richard spent over 25 years working across central government departments, FTSE 100 companies, regulators and consultancies – always tenaciously focused on delivering the client’s needs.

Paula Hamilton

Business Services Manager

Paula joined SEMP in July 2018, having previously worked across a range of business sectors including Manufacturing, Travel & Tourism, Aerospace and Engineering. Having gained many years’ bookkeeping and accounting experience she was eminently qualified for the position of our Finance Manager. She is bringing that experience to bear across all our financial systems and also in managing financial dealings with both our client and supplier base. She is currently pursuing an AAT qualification to further develop her skill set. In her spare time, she enjoys spending time with her family and friends. A food and wine lover, Paula enjoys dining out and discovering cuisines from around the world.

Ian McMenemy

Business Development & Resource Manager

Ian has over 25 years experience in the development of business and identifying resource to support the delivery of Engineering, Safety and Management Consultancy services. Ian has worked predominantly with clients in the Transportation and Nuclear sectors operating within both the public and private sectors.

Meghan Belpassi

Bid & Marketing Manager BSc MES

Meghan joined SEMP’s Toronto office in 2022 having previously worked in the hospitality industry in the UK. She brings over 10 years’ experience in project coordination, tender preparation and proposal writing to SEMP to support our growth in Canada and internationally. With a background of working with privately owned SMEs, Meghan loves to collaborate with passionate and entrepreneurial teams to build their brands.

Louisa Platt

Business Manager - Middle East

Louisa is an accomplished transport professional, having worked predominantly within the rail industry, and having 20 years’ experience including, business development, bidding, contract management, stakeholder management, and resourcing.  She possesses a wealth of knowledge from the Middle East, having spent 13 years in the region.


Tony Chuter

Principal Consultant - Systems BSc MIET MINCOSE

Tony specialises in applying a systems-focussed approach to solve complexity problems on live engineering projects. With experience ranging from embedded missile control software to rail transit systems, Tony identifies and executes the right systems engineering processes to deliver successful client outcomes. Tony’s particular areas of expertise include requirements management, system integration, validation and verification and progressive assurance.

Mark Selkirk

Principal Associate - Systems MEng MIET MINCOSE

Mark has gained extensive Requirements Engineering and Requirements Management experience in defence, rail, energy, automotive and consumer electronics environments. An innovative systems-thinker with an excellent understanding of Systems Engineering processes and best practice.

Mark is experienced in all stages of the Systems Engineering lifecycle; from requirements elicitation at concept and assessment stages; managing technical requirements and change throughout design; defining and tracking requirement verification and validation activities.

Zahid Azram

Principal Associate – Systems BEng MBA MIET

Zahid is a professional systems engineer with both an engineering degree and a MBA. He has a compelling track record in engineering delivery and attains excellent working relationships at all levels.  A specialist in Systems Engineering, requirements and verification and validation, with extensive experience of applying these specialisms to high integrity systems within rail, aerospace and defence sectors. He possesses an excellent balance of style between transactional and transformational.

Massimo Santi

Principal Associate - Systems BEng MSc

Massimo has over 18 years’ experience of Systems Engineering throughout the project lifecycle in the rail, air traffic control, defence and aerospace domains. His core competencies include leading the planning and management of programme engineering activities, integrating Systems Engineering disciplines into the programme plan.

Massimo has held senior positions with major infrastructure organisations including Head of Engineering Requirements and Assurance for HS2 and Programme Engineering Manager at Network Rail.

Dushyant Patel

Principal Consultant - RAMS BEng MBA PEng

Dushyant’s passion for delivering a safe and reliable railroad is driven by his knack for identifying, assessing, and eliminating/mitigating system deficiencies. He has over 10 years of practical RAMS experience in the automobile and railroad industries in UK, Middle East, and North American projects.

He is able to communicate effectively with a broad range of stakeholders, influencing them on RAMS needs in early project stages.

Graham Seeley

Principal Consultant - Human Factors BSc

Graham has 18 years’ experience managing Human Factors Integration in the rail sector, including acting as HF Lead on significant infrastructure design programs and as a specialist adviser to rail safety programs. Graham has a keen interest in the proactive application of human-centred design principles and analysis to improve the design of systems, manage risk, and optimise performance.

Arjun Krishnan

Senior Consultant - Systems BEng MSc CEng MIET

As a Systems Engineer who has worked on multiple large-scale projects, Arjun enjoys working in the ground transportation sector. With an academic foundation in Electronics and Wireless Communications, combined with strong knowledge in Systems Engineering principles acquired by working on various diverse and challenging projects, he aims to deliver safe and efficient engineering solutions.

Cassio Silva Jr

Senior Consultant - Systems BEng MSc MBA

Cassio is a hands-on professional, driven by the excitement of finding new ways to solve old problems in infrastructure projects. An engineer that discovered his passion for railways early on his career and benefitted from working with top players in major projects throughout the Americas and the Middle East. He is not a fan of working alone and leads teams using a mix of Systems Engineering, Project Management and innovative tools to push the boundaries and deliver results in an old-fashioned market. Having a Masters in Transportation and an MBA in Project Management, he believes learning is a never-ending path in one’s journey.

Aayush Karki

Senior Consultant - Systems BEng MSc MIET

Aayush joined SEMP following a diverse career in Infrastructure and Defence projects. He has experience applying System Engineering tools and methodology to all aspects of the project lifecycle, in both small and large scale projects. He specialises in Requirements Management and Verification & Validation, having led, implemented and maintained these practices in the transport domain.

Matjaz Galicic

Senior Consultant - Systems BSc MTech PhD

Matjaz is a highly qualified Senior Systems Engineer with over 16 years’ practical industry experience in Health & Safety, Reliability, Availability, Maintainability, and Safety (RAMS), Safety Assurance, Ergonomics/Human Factors, Project Management and Rail Assurance.

Matjaz works with SEMP to support a diverse range of national and international railway infrastructure projects, contributing to the development of future industry-leading solutions.

Paul West

Senior Associate - Systems BSc

Paul has over 30 years’ experience in the transport and aerospace industries in the UK, Europe and Canada. Specialising in Engineering Management, Requirements, and V&V, Paul is an innovative systems-thinker with an excellent understanding of systems engineering processes and best practice.

Paul is experienced in all stages of the systems engineering lifecycle; from requirements elicitation at concept and assessment stages; managing technical requirements and change throughout design; defining and tracking requirement verification and validation activities.

Paul has trained, coached and developed those new to Systems Engineering and mid-level through to becoming experienced practitioners and leaders.

Alex Rowley

Senior Associate - Systems BA MIET

Alex possesses an in depth understanding of Systems Engineering, specifically requirements engineering / management & verification & validation. He has over 19 years’ experience in both consultative & engineering capacities, applying best practice principles & concepts of Requirements Management & Systems Engineering into multidisciplinary environments and range of sectors.

Simon Wozniak

Senior Associate - Systems BSc CITP

Simon has experience applying systems engineering in the Rail, Defence, Aviation, Power Transmission and Automotive industries to achieve full lifecycle traceability and stakeholder satisfaction. His experience ranges from major design, build and decommissioning of power transmission projects through to design compliance on the Union Station Enhancement Project for Metrolinx.

Simon is able to identify systems engineering issues in complex engineering and operational situations and works collaboratively in multidisciplinary teams to resolve them.

James Bamford

Senior Consultant - Assurance BSc

James has 8+ years’ experience in project management and data/commercial analysis roles undertaken across a range of railway upgrades, logistics enterprises and product development engagements. James has clear communication skills and a focus on meeting a client’s needs, as well as timely and accurate progress reporting and time/resource management skills.

Steve Leonard

Senior Associate - Project Management MSc

Steve is a highly experienced Systems Assurance Consultant with over 25 years’ experience of developing and delivering within project and programme frameworks with a focus on quality management outcomes. Significant experience in quality management systems and large programmes of work across rail and aerospace industries.

Maria Constantin

Graduate Consultant BEng MSc

Maria graduated from Coventry University with a Masters in Aerospace Engineering and is now applying the systems engineering knowledge gained from her degree to infrastructure projects.

Maria is a natural problem solver and enjoys tackling complex engineering problems.

Ginella De Oliveira

Project Coordinator BSc

Ginella is a driven and hardworking graduate from Plymouth University. With her degree in Biomedical Sciences and a background in business development, she is now utilising her experience in project management in the railway industry.

Ginella takes on challenges straight on and enjoys working in multidisciplinary teams.
